Head & Body Assembly
Remove one panel from the body. Make sure it is the panel where one corner is different (no jumpers).

Hold the body with the open corner at the top. Place the axle on the head assembly in the open corner. The pieces should be spaced so that the round plates are in the body and the bushing is right at the gap. You can snug the pieces up to make it a
